The thing is, playing the campaign, on an alt, is. but going through the campaign again with a fully geared character is such a non issue to warrant so much complaining imho. thats a compromise that its fine to have, for whatever similar system poe2 have, or even the bonus stats from optional bosses as well. The most annoying parts like having to do lab trials again persisted for seasonal characters.
it simply doesnt work on a flip like some think it does and thats not speaking on how seasonal content is balanced around being introduced slowly through the acts ramping up in complexity and difficulty till you get to the fully featured version on maps. if path of exile was a handholdy, full of cutscenes and talking bits game id understand a bit more, but the game is completely open and lets you just go around from map to map finishing objectives without even having to talk to npcs to start (and in many cases finish) quests. killing hillock in the beach and killing nothillock on a lvl1 beach map is the same. Unless you support some frankenstein diablo-esque solution of powerleveling everyone to lvl70 and endgame content, killing bosses during the campaign is the freaking game. I really cant see any sense on the campaign repeat problem, specially when seasonal characters share a stash and you can gear up and have all the currency (now gold) to speed through it
